I know there are several ways to do it in XP including quick and dirty hacks to more elaborate 3rd party programs that will do it on a device by device basis.

I haven't used a mouse that required such things ever since upgrading to Vista x64 and now 7 x64, so I never really looked in to it, but am curious about the options.

HIDUSBF + Driver Signature Enforcement Overrider

Make sure you read all of the comments first, because some of those modify the install steps for Windows 7.  I've only tried HIDUSBF on WinXP, which doesn't need Driver Signature Enforcement Overrider.
